Package documentation? ./README, ./INSTALL, and ./etc/PACKAGES are
all pretty unhelpful about the care and feeding of packages, even from
the point of view of a site admin, let alone a developer.
I think a change of this magnitude deserves mention in README, along
with the support for Windows platforms.
Although a careful reading of ./INSTALL will reveal the differences
between "packages" such as NAS and JPEG, and "packages" such as
xemacs-base and w3, I don't think that distinction is made plainly
enough in that file. Lumping Lisp packages in general with "initial
Lisp" also tends to obscure things IMO. ./INSTALL doesn't give a
recommendation where packages should normally be installed.
The info documentation on packages is rather terse, and mostly useful
for the developer. Although it says installation is easy, it doesn't
say that it's as easy as `tar xvzf'.
