french œ: only oei --> œi and oeu --> œu

Hello After a some discussion I think the best idea is to map oei --> œi and oeu --> œu However how to I do this I tried (quail-define-rules ("oei" ?œi) or ("oeu" ?œ?u) ) But it does not work All the time I obtain oei gives just œ Etc What shall I doo?
