it should be called toggle-buffer-file-eol-type.
You can also use M-x set-buffer-file-coding-system RET undecided-dos
RET
and probably M-x set-buffer-file-coding-system RET raw-text-dos RET if
you care about a sane name for the command.

this is a bug; unless you specify FORCE (C-u), it tries to align the new
eol type with the old one -- but it the process, steamrolls over any
explicitly given eol type.
