XEmacs 21.2.11 "Calliope" is released

Get it from the usual places: ftp://ftp.xemacs.org/pub/xemacs/beta/ http://cvs.xemacs.org/ There has been a minor amount of reorganization to make the build cleaner. Having the mule-base package around is no longer required for building XEmacs mule so the XEmacs core is self-contained again.
