This doesn't crash, so I don't see that it has anything to do with
whatever is being discussed in

agreed that we wouldn't hold conversations of general interest on
-review, but move them to -beta immediately?)
Newly checked out 21.2.35 (2000-08-02 0300 GMT)[1]:

None of Ctrl-L, mouse movement, scrolling the window, or concealing
and exposing it is sufficient to get the gutter (tabs) to redraw.
Changing buffer to *scratch* does redraw the gutter. (Including the
rule separating the gutter from the rest of the frame.)
The font chosen doesn't seem to matter, whether it is wider or
narrower than the default.
