Hi Skip,
I usually use a vertical split. The horizontal split is viewable.
I see the same issue in 21.4 but we don't have 21.5.28 installed here
C-x-3 move the window divider over left to the take up 1/3 of the screen
C-tab into the larger of the two windows C-x C-f tab. Unless you have a
tiny directory you should see that quite a few of the files are hidden
by the the large window.

Can you try this with a more recent version of XEmacs? I can't
reproduce
this with 21.5.28, the current test version and don't remember having
trouble with 21.4 either.
