 Sorry for jumping in  late in the discussion, so I might be missing
 something, but you can set the environment within XEmacs as well
 (setenv "PAGER" "cat") or interactive too. All processes started
from
 XEmacs after that will see this environment variable. 
Right, I put 
setenv  PAGER     cat
in my login file and after login in and out (source .login
was not enough) everything went fine.
