No. XEmacs 21.4 doesn't support that one fully. It may be available
from mule-ucs, but it's not built-in.
Recent *21.5* does support the following windows-12xx coding systems
(~ MIME charset):
windows-1250 windows-1251 windows-1252 windows-1253 windows-1256
ISTR that's part of Aidan's work on 8-bit coding systems but it might
go back to Ben's Great Mule Merge. Anyway, 21.4 doesn't have either
of those.
