I don't thunk so.
Is there any reason why the 21.5 sources have to be completely up to
date? If not, he can just delete them and commit that locally, and
then commit at top level. In the infrequent event that the 21.5
sources for xemacsweb are updated, he'll get a conflict in
.hgsubstate. But that might be worth it to him.
