Yes, that is in sync with my limited investigation. The offending elc
files are in 21.5.32 and 21.5.33.
Loading /usr/src/xemacs/xemacs-21.5.33/lisp/paragraphs.elc...

Yes, this exactly the problem. The elc files checks on load whether
the binary is mule enabled and if not exits.
