No, any request can be an issue in the tracker I think. For it to be
productive though I think you should limit it to packages you use or
would like to use (patches welcome of course). Bigger packages will
require more work and are then not that likely to be added unless
someone volunteers as a maintainer.
Out of courtesy it is also always good to check with the author if it
is OK to add the package even though the licensing might not need it.
