If that doesn't help, then something in x-symbol itself or in
hooks
you supply is resetting it.
The whole logic behind this setting seems bizarre. It should be the
other way around:
Globally this variable should be nil, and (buffer) locally it could be
t, depending on the Local Varibable setting. That is what Local
Variables are for, no?
