beta is beta, you take your chances. (However, I'm going to submit a
patch to enforce a cleaner environment; we'll see if it gets accepted.

Ben's adding a new feature, define-behavior, so that when you turn on
a feature like fontify or filladapt, existing buffers _also_ get the
new behavior. What happened here is that to do this for func-menu you
need some func-menu code, so he required it.
He probably didn't think about func-menu being in the packages.
There are also dependencines on the packages in the test suite.
