The current state of move to autoconf 2.5

For those who don't follow -patches closely, Stephen has asked me to hold off merging autoconf 2.5 support onto the mainline until he's produced a corresponding patch to internals.texi. Consequently, if you have a patch that involves changes to the configuration scripts, feel free to make the change to configure.in.
