Right, packages in `package-get-dir' prior to download should at least
be warned about, for lack of better ideas.
The current behavior is definitely confusing.
I delete old versions of packages in the pre-release directory [a].
As I've understood Jeff he had to delete his local copy of the
package file before he was able to install the new one. And I don't
want to mess with that :-)
