Yes, it presumably is. If you ran installed, you'd have
$prefix/lib/xemacs-$version, and all would be well. But I'm also
thinking about people who might like to put packages in, say,
/usr/share.
How did you fix it? "touch $prefix/lib/xemacs-$version"?
