That's no time soon, because (1) the next version of XEmacs will probably default to --with-mule, but certainly --without-mule will be available, and (2) --without-mule XEmacsen break hard on Mule packages (they can't even `read' them properly because Mule characters and strings are not single bytes, so not even wrapping the whole thing in (unless (featurep 'mule) ...) can prevent the syntax error).
