That's right; Mike enabled site-packages for symmetry (at my request)

That's no time soon, because (1) the next version of XEmacs will
probably default to --with-mule, but certainly --without-mule will be
available, and (2) --without-mule XEmacsen break hard on Mule packages
(they can't even `read' them properly because Mule characters and
strings are not single bytes, so not even wrapping the whole thing in
(unless (featurep 'mule) ...) can prevent the syntax error).
It doesn't hurt users as long as they only have mule builds---they can
just get rid of the mule-packages hierarchy---but we and Debian will
have to maintain the separation indefinitely, I'm afraid.
