Most other software (including all GNU packages I've tried to build, if you consider
that a valid precedent) do have 'check' build the package if necessary so that
tests can be run. So while in itself the decision doesn't matter much one way or the
other, I think XEmacs should try to follow existing precedent.
In other words running 'make check' on a freshly configured tree should be roughly
equivalent to 'make && make check', except for better parallelization
opportunities.
