Why?
Because rfc1036bis says that the Date header should use a numerical
timezone, and not a symbolic one. (Well, you can use GMT and UT, and
you can have the symbolic one in the comments, but there should be a
numeric timezone there.)
The FSF sources label `%z' as a "GNU extension".
Numeric time zones is where it's at these days. Symbolic ones are
less useful.
