You might also try getting a recent XPM library. It's a long shot, but it's possible that XEmacs got weird because it didn't have a pixmap resource for something. (However, IIRC the tabs are constructed with raw Xlib and/or Xt calls, no pixmaps used unless you specifically put them in somehow.)
