Personally, I'd like to see all that kind of cruft pushed out to the
packages. There should be a standard library package (aka
xemacs-base) but it should not be needed for building XEmacs. Ben
felt differently.

Hmm... I though that Vin was going down the fix-21.4-properly-path
(the alternative route to the monkey-patch).
He is. Mike said he's OK with *also* using the monkey-patch for
earlier versions for a limited period. I need to update its
documentation for that and submit.
Was the fact that easy-mmode was missing in lisp a negative
surprise here or am I completely lost?
I was surprised, and obviously Vin was too. I think the right thing
to do is refactor those things out of 21.5, and figure out how to use
the xemacs binary to dump with certain libraries from packages
included if available. But I suspect that's something of a project,
unless we can get Olivier or Martin to help.
