I don't see what that has to do with the format of xemacs-cvs@ at the time.

I'm confused. Above you seem to be arguing for the opposite.
Supposedly, in the past, the patches would always go to
xemacs-patches@ in the full anyway. I don't see how the new logs
change the equation.
