This is an XEmacs distribution bug. You need the "efs" and "dired"
packages, and "xemacs-base", to get anything done with packages.
Unless you're really hurting for disk space, you should probably just
download the "sumo" tarball from
ftp://ftp.xemacs.org/pub/xemacs/packages
and install it to $HOME/share/xemacs/xemacs-packages (I forget whether
the tarball includes the /xemacs-packages/ prefix or not). That will
give you pretty fresh packages all around, which you can then update.
If you still have your MacPorts XEmacs installation, then
EMACSPACKAGEPATH=/opt/local/share/xemacs $HOME/bin/xemacs &
should give you a fully tricked-out XEmacs. Alternatively,
ln -s /opt/local/share $HOME/share
should do the trick.
If you have problems with any of this, don't hesitate to ask. I'm
pretty sure that's mostly right ;-) but I need to rush off to a
meeting.
