detecting utf-8

Julian Bradfield writes: 21.4 depends on the unsupported orphaned package mule-ucs for all Unicode facilities (except perhaps some IO using Unicode on Windows, but IIRC that was introduced in 21.5). To get Unicode detection, you probably can't simply set coding-priority-list, but you also need to mess with the mule-ucs setup. As we've explained before, mule-ucs is provided for people who have only casual or occasional need for Unicode support, and for any serious application involving Unicode, 21.4 is deprecated. It may be possible to get better integration of Unicode support in 21.4, but if you're having problems with it, you're probably not going to get much support from the core developers, as 21.5 contains the implementation we've settled on.
