I think "." or "\\(?:.\\|\n\\)" for both of them is fine if you need
GNU Emacs compatibility there.
I hope that someday soonish there will be fixed-width buffers in
XEmacs/Mule, but the difference in representation will not be visible
from Lisp.
I believe that [[:SPACE:]] and [[:BLANK:]] are not synonyms in POSIX,
at least they should also contain ^L, no?
