XEmacs does not. I don't think it does even on GNOME, it uses its own
internal code to handle images.
Actually I think I meant Gnome as in "FreeDesktop compliant desktops".
There are definitely svg files in /usr/share/icons/*/scalable/ here,
although I'm not sure it's XDG defined or some other pseudo-standard.
Patches welcome (as long as they work on non-GTK builds, too).

That's the obvious thing to do.
Another option is to use Haiku's HVIF icon format, but that's probably
less portable (although Icon-O-Matic can export (and import) SVG):

But I suppose since nobody still knows what xattrs are and can do on
