The error seems to be in bytecomp.el.
This isn’t an error in bytecomp.el. The variable sentence-end-base, added by
Ben to paragraphs.el in 2010 and first included in 21.5.30, includes U+201D,
which non-Mule cannot represent. It’s correct and helpful for the file to
refuse to load.
