I run the code that you provided. In my environment it took quite
awhile to complete:
before: Thu Jun 6 14:34:30 2002
after: Thu Jun 6 14:34:55 2002
Seems like 25 seconds comparing to 0 time for you.
I tried also (setq clearcase-auto-dired-mode nil)
this did not make any improvement for cleartool lsregion
lsregion seems to be slow here and it is not a problem of emacs. when
trying to try cleartool lsregion in the unix prompt, i am getting poor
performance:
% date;cleartool lsregion;date;
Thu Jun 6 14:41:31 IDT 2002

Not much better :-)
Assuming that there is no way to improve it on clearcase.el -
Is there any way not to run lsregion at startup?

Also, try whether
(setq clearcase-auto-dired-mode nil)
speeds things up for you.
