This is the price of Cygwin support.
There _are_ systems that support both Windows and X interfaces.
If someone wants to do the configure hacking to make this work right,
that's fine with me. But my experience has been that generally
trying to make configure smart just results in ever more obscure
breakage.
We could of course just have configure detect platform and then run
configure.linux, configure.msw, etc etc, but that's sorta against the
whole configure philosophy. You want to avoid tests for platforms.
Some day somebody might want to access Windows features (or test Wine
itself) by running XEmacs on Wine. Silly in this case, yes, but that
is the philosophy that drives configure scripting. So now we have a
configure script that mostly works.

Yeah, it's a bug. It's easy to work around, and you need a
Windows/Cygwin/configure expert to fix it (two out of three is not
good enough most likely).
