Good. The trunk (no checkout tag) is currently headed for 21.5 and
always called beta.
If you want to recommend your changes for 21.4, then say so with
RECOMMEND 21.4 in subject and body.
Basically, only bug fixes are acceptable for 21.4 at this point with
Stephen making the final call.
Documentation fixes, if applicable to 21.4, should always be welcome.
