Hmmh, that requirement is nowhere to be found in the texinfo manual.
There's nothing in the manual regarding chapter and section names,
but the node name issue (no apostrophes) is documented in the texinfo
node, "Node Line Requirements". However, because I'm getting problems
generating a TeX manual, I think there's an undocumented requirement
that chapter/section/etc. names also not contain apostrophes.
