My mistake. I was looking for 24.4.14 Win32, and became confused when I
found 21.1.14.
The current stable release is 24.4.14, but it does not exist forWin32. Will
there be a 21.4.14 Win32.

Hi Ed, Norbert already took care of the second issue.
Do you actually have a need for XEmacs 21.1.14 on Windows?
I would highly recommend the XEmacs 21.4 series which have many
Windows-related fixes.
