Well, even XEmacs is not RMS approved in the strictest sense.

Although XEmacs is free software, XEmacs interacts with many other
pieces of software, and is agnostic about whether those other pieces
are free or not. So XEmacs has always had support for Motif. But
Motif is of course not required.
