getting utf-8 from textual_run in redisplay-xlike-inc.c for Gtk display.

I've got pango displaying the strings from the output_string function in redisplay-xlike-inc.c. Pango wants utf-8 input. I have HAVE_XFT and MULE defined, so I'm getting separate_textual_runs_xft_mule(), which is converting it into XftChar16, which is probably UCS-2, not UTF-16? There isn't even a Qucs_2 anywhere. There is a unicode_convert in unicode.c, but I don't know how to use it, and it involves Dynarrs.
