OK. I was a bit vague here. What I should have said was: (to
distribute a SUMO all files in all packages must at least be)
"upwardly compatible to GPLv3."
So this is the task. Find all files not compatible with GPLv3 and fix
them.

As part of this task we should IMHO, in order to be able to complete
it, only upgrade packages that isn't upwardly compatible to GPLv3.
