When my startup says (require ‘cc-mode), it dies unable to locate cc-mode.

I used following command with point before the character in question
C-x = (what-cursor-position)
cc-mode, and everything else from the sumo files, is sitting where it’s
supposed to be sitting.
I can successfully download and build 21.4.19, but sadly MULE doesn’t work on
Windows in there, just as config.inc advertises.
That's correct, you need 21.5 for Mule on Windows.
