Oh, I don't know about that. Happens even in some big cities. For
example, I was once Beijing watching an English language movie** in my
hotel room. The TV station went off the air at 11pm, right in the
middle of the movie. I'm guessing that Beijing is larger than West
Lafayette, Indiana.
[**] Apparently, they show English language programming as a language
practice exercise. Huge portions of the populous are trying to learn
English, but they have for practice mostly other Chinese who are also
trying to learn English. So, the the People In Charge, actually
watching the movie for entertainment value is a secondary or tertiary
consideration.
