That is because that code has incestuous connections with parts of
dos-w32.el which Andy forgot to include
;;; Support for printing under DOS/Windows, see lpr.el and
ps-print.el.
Sigh... even after considerable hacking, I can't get this to work with
lpr-command set to the empty string.
