None of these are enabled by default, so you're not starting from
xemacs -vanilla.
Please see if you can find a recipe to reproduce starting from xemacs
-vanilla.

with the same procedure and different xemacs start arguments, I got the
following result:
xemacs -vanilla : no assertion error
xemacs -q : assertion error
xemacs -q --no-site-file : assertion error
