Jan, prior to the introduction of packages, there was no need to `make
install' to get things to work. I want it to be possible to download a
single tarball and simply do "configure; make" and have things work when you
run the executable. This has nothing to do with separate packages for
separate versions, and everything to do with "it should just work".

Why?
I though it would be sufficient to have the Make file create a
${prefix}/lib/xemacs/site-packages
${prefix}/lib/xemacs/xemacs-packages
and copy ${srcdir}/xemacs-package to it if it exists?
I can see that maybe you would want have separate packages for
separate versions, but I would rather see a solution on the lines you
give in your other message for that?
