I suspect that's largely because you used it wrongly. And, because
it's so easy to use wrongly, EMACSPACKAGEPATH is deprecated.
Moreover, you seem to be using it in conjunction with --package-path
at configure time, which is bound to give more unpleasant
interactions. You should probably be setting EMACSLATEPACKAGES
instead (to /opt/as/xemacs/lib, from the looks of it.)
