Yup.  Not only does it work if you have a strange[1] /depot/gnu
installation, but it also (now, thanks to Chipsy's attention to
excruciating detail) works if you have some stray
/usr/local/.../xemacs directories and whatnot lying around.
Having stray stuff lying around is not recommended, but I don't think
I can break the package installation system (ie, get an unexpected
result) anymore.  I know I couldn't do it without reading the code and
looking _hard_ for anomolies.
