you can update package-get-base via
XEmacs <= 21.1
Options->Manage Packages->Add Download

Not necessarily. Up-to-date is up-to-date.
If you build and install from latest CVS package sources, then you'll
actually be ahead of updates via our ftp sites.
It's just a good idea to fetch new released packages regularily since
we still fix bugs in them.
