Nope. You could integrate the following code into your site-start.el, until
we do; the preloaded-unicode-key-translations list might be better if it
were initialised from the XKB mappings you ship.

U+201A is not supported yet by XEmacs though:
"Text conversion error: Could not convert U+201A to a Mule character, sorry"
