XEmacs 21.4.23 Released

I have tagged and uploaded XEmacs 21.4.23, "Moral Majority", to the XEmacs ftp site. The tarball can be found here: http://ftp.xemacs.org/xemacs-21.4/xemacs-21.4.23.tar.gz . In the next several days I will post a more formal announcement and update the website. It has been six years (!!) since my last release (and that was off of CVS(!), I believe), so I'm certain to have gotten something wrong. Please let me know what problems you find.
