What happens if the variable is not in fact buffer-local?
Do you imagine some problems arise? I don't think so. Since
the value of the variable in the buffer is restored in the same
buffer.
In XEmacs, probably the whole mess should be replaced with a
specifier. (That's an off-the-cuff guess, I haven't looked at it
closely.)
