Do I need to set any coding-systems?

Hi, Do I need to explicitly set any *-codings-system in 21.5 or should it work just out of the box? I have seen questions about what codings-systems users have set once in a while on this list and wonder now whether some of my problems with native characters might be because I have completely neglected these types of customizations? I just run it out of the box hoping for it to do the right thing.
