Did you reboot? If you upgrade cygwin1.dll, Cygwin programs don't work
correctly (or at all) until you have rebooted.
That's only true if you have cygwin processes running when you update. If you
don't have cygwin processes running, then there's no need to reboot. Cygwin's
setup will tell you if you need to reboot.
