Note to Package Guyz: there is a Chaotic Evil experiment here. I'm
conditioning REQUIRES on whether Mule-UCS exists or not. If you don't
like that, I'll take it back out.
Fine with me, as long as it doesn't interfere with the our build/release
process and if it's ok with Rendhalver. I think just about everyone has
mule-ucs around when building latin-unity.
A little more verbose explanation in the Makefile would perhaps save a
few Q&A later if the experiment turns out to be there to stay...
