this and similar messages are bothering you and me and others.
It only happens when you use
M-x patcher-mail
as opposed to
M-x patcher-mail-subproject
correct?
It's good for patcher to do the sanity checking, it's just that the
error messages are currently close to useless.
What's your value of
patcher-default-change-logs-updating
when you get above error?

If you have a limited number of files to commit, try whether
M-x patcher-mail-subproject RET project RET subject RET file1 file/2
works for you.
